May one who does not swim well swim in the sea?

Short answer

A person should not expose himself to danger; and Shaykh 'Abd al-'Aziz ibn Baz, may Allah have mercy on him, mentioned that one who does not swim well may not swim in the sea or rivers in a way that exposes him to destruction.

Evidence and explanation

The source forbids one who does not swim well from entering the sea or rivers in a way that exposes him to danger, and obliges those with him to prevent him or provide the means of protection.

Question

English translation (unreviewed): One of the listener brothers sent a letter from Libya, (S. F. K.), saying: My son went with some friends to the sea for swimming, and he drowned and died, knowing that they did not know how to swim well. Is my son considered to have killed himself? Or is what happened by decree and destiny? The son is seventeen years old. And is there blame on his friends who took him with them by car?

From the text of the answer

English translation (unreviewed): Everything is by decree; all matters are by decree. Allah, Glorified, says: “Indeed, all things We created with predestination” [al-Qamar: 49], and He, Glorified, says: “No disaster strikes upon the earth or among yourselves except that it is in a register before We bring it into being; indeed that is easy for Allah” [al-Hadid: 22], and the Prophet ﷺ says: “Everything is by decree, even incapacity and cleverness.” But a person may not do what is not permitted to him; he may not swim in the sea while he does not swim well, nor in rivers while he does not swim well, because by this he helps in killing himself and is sinful for that; and those with him, who know he does not swim well, must prevent him from that or teach him the means ...
