May the Mushaf be touched without wudu'?
Short answer
The Mushaf is not touched except in a state of purity according to the Shaykh, while reciting from memory for one in minor impurity is not objectionable.
Evidence and explanation
The Shaykh distinguished between touching the Mushaf and reciting from memory, and mentioned the ruling for the junub and the menstruating woman in that.

English translation (unreviewed): The questioner says: What is the ruling on reciting the Qur'an from the Mushaf without wudu'? And is this obligatory?
- From the text of the answer
English translation (unreviewed): It is not permissible for anyone to recite the Qur'an from the Mushaf except in a state of purity, because the Messenger ﷺ ordered that; none may touch the Qur'an except one who is pure, so neither the menstruating woman nor the one in minor impurity touches it. As for reciting from memory, if he recites from memory there is no harm even if in minor impurity; but the junub does not, if it is minor impurity; as for the junub, he does not recite, neither from the Mushaf nor from memory, until he performs ghusl.
