Short answer
The minimum of Witr is one rak'ah after 'Isha', and three, five or more are permitted, and it is better to pray two by two then make Witr with one.
Evidence and explanation
The Shaykh cited the hadith “The night prayer is two by two, and if one of you fears the morning, let him pray one rak'ah which makes what he prayed odd.”

English translation (unreviewed): The minimum of the Witr prayer is one rak'ah after 'Isha' or at the end of the night; one rak'ah is its minimum; and if he prays three or five or more, that is better.
