English translation (unreviewed): But if it is with camels, or horses, or archery, this is legislated and there is no harm in it; in this contest with camels, horses or archery there is no harm in taking a prize, because of his saying ﷺ: “There is no prize except for a spear-head, a hoof or a foot (khuff).” The 'spear-head' is archery, the 'khuff' is camels and the 'hoof' is horses.
Question

English translation (unreviewed): The fourth and last question, say the brothers from Iraq, from Erbil governorate: Is the money a person obtains, or anything else obtained, from what is called the lottery (yanasib) held by some banks, especially al-Rafidayn Bank in Iraq, or from other contests in programmes, which are chance, lawful or forbidden? Advise us, may Allah reward you.

From the text of the answer

English translation (unreviewed): As for money obtained through maysir, which is gambling, which is what is called the lottery, through chance and the like: this money is taken by a non-lawful route so it is not lawful. Allah, Mighty and Majestic, says: “O you who believe, intoxicants, gambling, stone altars and divining arrows are but defilement from the work of Satan, so avoid it that you may succeed” [al-Ma'idah: 90]. Maysir is gambling; whatever is by way of competitions in any game or any work, this is maysir and gambling. It is not permissible for a Muslim to be lax in this; money is lawful for him only by its lawful route: by lawful buying and selling, by lawful gift, by ...

Question

English translation (unreviewed): The lottery operations organised by some charities to finance their activities in educational, medical and social services: are they permissible under the Shari'ah?

From the text of the answer

English translation (unreviewed): The 'lottery' operations are a form of playing gambling, which is maysir, and it is forbidden by the Book, the Sunnah and consensus, as Allah said: “O you who believe, intoxicants, gambling, stone altars and divining arrows are but defilement from the work of Satan, so avoid it that you may succeed. Satan only wants to cause enmity and hatred between you through intoxicants and gambling and to turn you away from the remembrance of Allah and from prayer. So will you not desist?” [al-Ma'idah: 90-91].

Question

English translation (unreviewed): The listener also, your eminence, says: What is the ruling on participating in the lottery? — The Shaykh: I wish the questioner had explained this. — The question: Participation, and he says: the participant pays for a ticket, and then if luck favours him he obtains a large sum, knowing that he intends, or establishes, or wishes to establish with this sum Islamic projects and thereby help the mujahidin so that they benefit from it?

From the text of the answer

English translation (unreviewed): The Shaykh: This form that the questioner mentioned, that he buys a ticket and then luck may favour him, as he says, and he makes a large profit, falls under maysir, about which Allah, the Most High, said: “O you who believe, intoxicants, gambling, stone altars and divining arrows are but defilement from the work of Satan, so avoid it that you may succeed. Satan only wants to cause enmity and hatred between you through intoxicants and gambling and to turn you away from the remembrance of Allah and from prayer. So will you not desist? And obey Allah and obey the Messenger and beware ...”

Evidence as the shaykh cited it

English translation (unreviewed): This is maysir: every transaction revolving between gain and loss, in which the party does not know whether he will gain or lose. All of it is forbidden; indeed it is among the major sins. Its ugliness is not hidden from a person when he sees that Allah, the Most High, joined it with the worship of idols, wine and divining arrows, and whatever benefits are expected in it are submerged beside its harms. Allah, the Most High, said: “They ask you about wine and gambling. Say: In them is great sin and some benefit for people, but their sin is greater than their benefit” [al-Baqarah: 219].

Question

English translation (unreviewed): Five teams were formed, each team a thousand riyals, and they made it for the winner among them, so it became five thousand. If one of them wins the match, does this team take it?

From the text of the answer

English translation (unreviewed): It is not permissible. Playing for a prize is not permissible in football. In all games a prize is not permitted except in three only: contests in archery, horses and camels only; anything else a prize is not permitted. There is no harm in racing on foot, but without a prize. The Prophet ﷺ says: “There is no prize except for a spear-head, a khuff or a hoof.” The spear-head is archery, the khuff is camels, and the hoof is horses.

Question

English translation (unreviewed): Those who cheer for football, and some of them say: 'If such-and-such club wins, your sacrificial animal is on me'?

From the text of the answer

English translation (unreviewed): This is not acceptable, neither with money nor with slaughtered animals; this is not permitted. This is an unknown stake, from gambling; it is not permitted, and they may not eat the animal slaughtered for them, because this is from gambling. Allah, Mighty and Majestic, says: “O you who believe, intoxicants, gambling, stone altars and divining arrows are but defilement from the work of Satan” [al-Ma'idah: 90]. Maysir is gambling: that he contends over money, other than racing with the spear-head, the khuff and the hoof.

Question

English translation (unreviewed): May Allah reward you. Here is another question: We are young friends who fear Allah, and we sometimes gather to play cards. The loser has to bring dinner and we eat it together, and there is no condition other than this. Is that permissible? Advise us, may Allah reward you.

From the text of the answer

English translation (unreviewed): If the cards are pictured, it is not permissible, because making pictures is not permitted and playing with pictures is not permitted. But if they are cards with no pictures, merely for recreation, which does not prevent prayer and does not cause quarrel, insult or cursing, only relaxation, then it does no harm. But if it causes contending, quarrelling and strife, or distracts from prayer — any game that distracts, whether cards or a stick game or any game, or racing on foot or otherwise — anything that distracts from prayer or causes mutual insults, cursing, abuse and hatred is not permissible. But if nothing of that results from it, and there are no pictures, and it does not distract from prayer, there is no harm.

Question

English translation (unreviewed): May Allah bless you. This questioner says: Your eminence, what is the ruling on contests for a prize?

From the text of the answer

English translation (unreviewed): The Shaykh: Contests for a prize are forbidden except what the Shari'ah excepts, and this is made clear by the saying of the Prophet, may Allah's blessings and peace be upon him and his family: “There is no prize except for a spear-head, a khuff or a hoof”; that is, no prize on a contest except in these three: the spear-head, the khuff and the hoof. The spear-head is arrows, meaning shooting with rifles and the like; the khuff is camels, and the hoof is horses. These three were excepted because training in them and racing in them helps for jihad in the cause of Allah. On this basis we say: contests in what is specific to war, of mounts or otherwise, for a prize are permissible by analogy with camels, horses and arrows. And some scholars extended that to contests in the Islamic sciences, saying: because seeking knowledge ...

Question

English translation (unreviewed): In Ramadan there are sports tournaments and football competitions in which several teams are formed, each team bringing a certain amount, such as five hundred or a thousand riyals; one person collects it and buys prizes with it, and the winner among them takes the cup or the particular prize that they specify. What is the ruling on that act?

From the text of the answer

English translation (unreviewed): This is forbidden and not lawful, because these players who pay may gain and may lose; they are now losers, but one may gain and one may not; perhaps the prize goes to another. It is established from the Prophet, may Allah's blessings and peace be upon him, that he said: “There is no prize except for a khuff, a spear-head or a hoof”, and this is not one of them, so it is not permissible. The duty is to inform the young people that this is not permitted.

Question

English translation (unreviewed): The listener Muhammad al-Tuwayjiri from Buraydah says: What is the ruling on the 'rahn' — or in other words 'the haqq' — which is when a dispute arises between two people over narrating a story or a difference over other things, as when one says to the other: 'If what I tell you is true, you must pay a sum of money, such-and-such, or an animal for slaughter, or otherwise, and if not true, I am ready to pay what I mentioned.' Please clarify that.

(excerpt from the question)

From the text of the answer

English translation (unreviewed): The Shaykh: This is wagering, gambling and maysir, and it is not a 'right'; calling it a right by some common people does not make it a right, just as calling wine 'spiritual drink' by those who call it that does not make it lawful and good. This wagering or contention over a stake is falsehood, and calling it a right is also not permitted, because that means clothing falsehood in the garment of truth, which is an inversion of realities and calling a thing by other than its name.

Evidence as the shaykh cited it

English translation (unreviewed): And this contention is forbidden and not permissible because it is from maysir, and maysir is forbidden by the saying of the Most High: “O you who believe, intoxicants, gambling, stone altars and divining arrows are but defilement from the work of Satan, so avoid it.”

Question

English translation (unreviewed): What is the ruling on playing cards that have no pictures of living beings or the like? And what is the ruling on playing chess, and playing with dice, knowing that they do not waste prayer times? Answer us, may you be rewarded, and may Allah reward you.

From the text of the answer

English translation (unreviewed): This is forbidden according to many of our contemporary scholars: chess and cards; among those who said it is forbidden was our Shaykh Abu 'Abdillah 'Abd al-Rahman ibn Nasir al-Sa'di, may Allah have mercy on him.
